Can the Dakota Alert driveway alarm send alerts to a phone?

Out of the box, Dakota Alert driveway alarms are designed for local alerting but models that include a "relay output", can be connected to an external phone dialer, an alarm system, smart home system or Internet notification device.   The 4K Plus or 4000 Plus series have these relay outputs that can be used to add functionality to the driveway alarm as long as you're comfortable with doing some wiring and programming.

In the case of a POTS phone dialer, one option would be the Seco Larm dialer:

If you're looking for email alerts, the Spot Protect SwitchSpot2 can be connected to the relay output of the 4KPLUS Dakota Alert.

For smart home integration, look for a ZWave or Zigbee or WiFi device that has a wired input, sometimes called a dry contact input.   The device would then connect to the Dakota Alert receiver relay output - and signal the smart home hub when triggered.  As an example this Ecolink ZWave door sensor has an external input:

To connect to an alarm system, the normally closed output of the Dakota relay would be connected to a wired zone input on your alarm and then you would program the alarm zone to provide alerts.
