WS467 Not Turning On

WS467 appears to be not working?  The newer versions of WS467 X10 switches now support local dimming, fade-on/fade-off and resume level, which means that when you press the switch it will gradually ramp instead of turning on to 100% power.  If you tap the switch again it will stop at whatever light level it's at.  Also when turned off, it will turn back on to the last light level  This also means that if you tap it once then again too quickly it won't have a chance to ramp up to a visible light level and may appear to still be off when in fact it's at a very low dim level.  Try holding down the button to see if it will ramp up to a higher level.
